Making Seal type graphic

Trying to make two round circles with print in the circles like a state seal. Can’t find how to make the circle inside a circle and then print around between the circles. Could someone help me find info on this.

Best done in Illustrator or Corel Draw and then brought into Photoshop to finish.

Excuse me for the lack of really good info, but sometimes just a "thought" can take you to the right place. I have a vague recollection of an action shared in this forum when I was new (so about a year ago) that produced a sealing wax sort of look for initials. It sounds like sort of what you are after.

Try a forum search or maybe a google search.
