Photoshop 7 won’t open/run after a "scratch disk full" notice

Recently, my hard drive became full and a "scratch disk full" notice appeared on the Photoshop screen. After cleaning up my computer and having plenty of room to efficiently use Photoshop, I found that I was no longer able to open Photoshp 7. No other software has been affected. It is not running in the background. The steps I have taken started with rebooting my computer and moved on to uninstalling and reinstalling the program. The problem is still there.
