Local value changes with CS2

Hi,
I am looking for a way to lighten and darken arbitrary regions of an image. I would like to provide PS a value then use the paintbrush to darken/lighten all values less than or more than that value. If the ‘Lightent’ and ‘Darken’ blend modes work that way I have not been able to figure out how. The ‘Blend If’ is perfect but it works globally.

Select the regions with a selection tool such as the Lasso or Marquee tool, then lighten or darken with Image->Adjustments->Curves.
