It would be convenient if ACR could be used optionally to browse and open the embedded JPEGs in Canon raw files.

Is this possible in ACR 2.1 – or could it be implemented in a future update ?

The file browser uses the embedded JPEG images (or the .THM files) to create the initial previews – but then replaces them with higher resolution, higher quality previews as soon as it can (because the JPEG files can vary quite a bit from the real raw data).

…. but is it possible to open and process the imbedded JPEGs in Photoshop ?

It might for example be useful to compare on screen the results of raw processing with a high quality JPEG produced by the camera.

No.
And the embedded JPEG is smaller than the full image, so it would be difficult to compare.
