Keyboard Shortcuts NOT Working

I just installed my copy of Photoshop CS. Ran into a MAJOR problem. All the keyboard shortcuts that use Ctrl do not work. Shortcuts like cut, copy, paste, open, new, deselect, ETC. Everything I use to quickly move around does not work. They did with Photoshop 7, but not on CS. Other shortcuts that do not use CTRL, like ‘M’ for the marquee tool, ‘Z’ for zoom, ETC work, only the CTRL shortcuts are giving me hell. if anyone can help me, please!

I use windows XP if you need to know.

I feel so dense, but I have this exact same problem. Not being able to nudge using the arrow keys is killing me!

Are we missing something really obvious?
