How to make a clearer reselution pic

Is there any way to make a clearer pic when pulling form an .avi clip after de-interlace is done its fine as a small pic but gets fuzy when enlarged any Ideas or is it impossible?

impossible.

when you enlarge a small image Photoshop is just guessing as to what pixels to add. the smaller the pic the less information Photoshop has to work with.

So its like this, imagine you will be tiling your 9 square foot closet. you go out and buy 9 tiles 1 foot square. When you get home you discover that your wife has enlarged the closet to 25 square feet by knocking out a few walls. But you can’t be bothered to go back to the store and decide to lay down the 9 tiles equally spaced over the area. then you fill in the gaps with grout. Then when you’re done you decide this doesn’t look so good.

this is the same thing that is happening when you enlarge an image in Photoshop.
