How is the shadow created behind the text? Can it be done in photoshop elements?

A layer with white text about 2 or 3 pixels up and left from a layer with the same text in black and that has had about a 4 or 5 pixel Gausian Blur applied.

The Buzzard logo can be done with a "Wow Plastic" button treatment.
