PS 4.0: Save to Web defaults to JPEG quality 0

Just installed PS 4.0, and almost immediately ran into what I think is a bug: every time I use the "Save to Web" option, it defaults to a "custom" JPEG Quality 0 setting. Used to be it stayed at whatever setting I left it at, but now I have to re-set image setting to JPEG High every time I want to export a picture

Anyone else see this behavior in PhotoShop Elements 4.0?
