File>Open and at the top, click on the View menu and change it.

Whenever I change View option, it always reverts back to thumbnails. I’d like my Open/Save window to display list view by default without having to click on the view menu.

I assume your images are in the My Pictures folder on Windows. You have to move the images to a different folder. This is a Windows "feature".
