Ctrl+Alt+tilde does what?

In CS3 these shortcut keys produce a selection that appears to be highlights. When i try to make an adjustment, using Curves for example, it ignores the selection. Same with Levels and other adjustments. Nothing found in CS3 Help on this shortcut. Nothing found in PS knowledge base. Editing in 16-bit RGB color mode, why do adjustments created in new layers ignore the selection?

This shortcut selects image luminosity (otherwise, you may achieve this by Ctrl-clicking RGB channel in the Channels palette)

The selection is luminosity, as Andrei says. Whether you have a selection or not, an adjustment will only affect the highlighted layer(s). So if your highlight is on, say, an adjustment layer you won’t see any effect because there are no pixels selected. If you have highlighted an image layer that is contributing to the current view, then an adjustment or adjustment layer will affect the portion of it that is selected (i.e., the highlights).
