Shorcut Ctrl+Alt+’ is not working

Hi guys, I´m very frustrated because I can´t make the "Shortcut Ctrl+Alt+’" is not working anymore, I use this shortcut in order to load the highlights in an image, and I really don´t know how to do it in other way.
Can someone help me with this? I actually reset the defaults photoshop shortcuts without success.

Daniel,

I can’t help with restoring your keyboard shortcut but an other way to select the highlights is Ctrl click the RGB channel in the Channel’s palette.
