There is no such thing as " knife" tool.
Where have you seen a reference to this?
There are various selection tools – like Lasso – which you might use to choose what to cut out.

Rio, there’s no way to create a slice tool in PE. You can divide your images manually but they won’t go together again automatically the way they would if you used a slice tool. There are some shareware utilities you can get for either platform that will let you slice.
