A (friend) turned off the welcome screen on my Elements 3.0, how do you turn it back on?

Try looking under Windows>Welcome. I seem to remember that you can bring it back that way.

Yes, then to keep it as where you start-up from now on, go to the bottom left of the welcome window and choose it as your startup choice.
