There are a bunch of ways to do this. Here is an easy one to get a solid color border: After you make the selection, do Edit->Stroke. Try a Width of maybe 20-30 pixels, and click the Color box to select your gold. Set Location to Outside, Blending mode to Normal, Opacity 100%, and click OK.
You might want to put the border on its own layer so that you can delete it if you are not satisfied with the result. To do this, after you make the oval selection click the "Create a new layer" icon on the layers palette, and apply the Stroke to this layer.

First, make your selection, then Select / Inverse (this will create the space of the frame).
Create a new layer, empty. Then click on Edit / Fill. This will ensure your have something to apply the gold layer style on it. The filling will only include the selection (outside the elliptical selection).
With the layer style palette, apply the gold layer style.

As a variation of the Stroke method, you can create the oval shape using the Custom Shape tool:
1. Select the Custom Shape tool, then select Shapes from the
Shape pulldown menu. Choose the solid circle shape.
2. Draw your oval, creating a new layer.
To fine-tune the oval’s position and size:
Lower opacity of oval layer to see subject beneath.
Use Move or Transform tools to make adjustments.
3. Ctrl-click Shape layer to select the oval.
4. Click the New Layer button on the layers palette.
5. On the new layer, Edit > Stroke.
6. Delete oval layer – no longer needed.
This method is great for creating outlines such as butterflies, hearts, or any other Custom Shape.
