Photoshop CS can’t find Help!

When I click on Help or when I press the F1 key, a message is returned that reads: Cannot find
‘http://%1%20" file///C:/Program%20Files/Adobe/Photoshop%20CS/Help/help.htm .:’ Make sure the path or Internet address is correct. Where do I make the revisions?

If I click on About Photoshop on the Help drop down menu, I get the message that reads: Could not complete your request because of a program error. What’s the error?

I am using Photoshop CS on Windows Vista Ultimate and have experienced no other problems during the past 6 weeks..

After further looking around, nothing on the Help drop down menu works!
