Looks like there’s probably a few ways to do the edge effect on the page. At a guess, I’d say they used a mask. With elements I’d suggest using a color fill, and working with that mask. So open your background. Add a Color Fill. Now click on the white mask in the layers palette. You’ll note a little black stoke appears around the mask to tell you that your editing it. Now, set your color chips to black and white and pick the gradient tool. You’ll need the black and white gradient…should be 1st or 3rd choice. Drag gradient until you have your color strip the desired size. By the way, if you hold in the Shift key while dragging you’ll get a nice straight line. (For gee whiz, it also looks pretty good pulling from a page corner this way.) Now, for the trick. You’re still working on the mask….go to the filter menu. (You’ll note a lot of filters are now grayed out since they don’t work on masks.) Pick the Splatter filter and apply. The preview will be black. It’s black because you’re looking at the mask. You’ll end up having to do it blind but that’s what the redo buttons for. You should now have spatters that fade. You can also apply Gaussian blur to the mask to soften effect if desired. Try out several different filters on the mask. (In fact, this could be the Add Noise Filter). You might find something you like even more than this. At any rate, you’ll at least have a starting point. By the way, this will also work with Pattern Fills, and Gradient Fills actually any of the Adjustment Layers with masks. Happy experimenting.
