In CS3, when opening a new file, how can I change the units of measurement from centimeters to inches?

I remembered since I wrote my question that the correct solution is System Preferences > International > Formats > Measurement Units > U.S., and then quit and restart Photoshop.

(What I should have explained is that I meant measurements in Page Setup,not in the document windows.)

For some reason that I don’t understand, the measurement units in Page Setup annoyingly seem to revert to metric occasionally without warning.
