Crop tool won’t select what I want

When I use the crop tool, it won’t select the part of the image I want to crop. For instance, if I want to crop a long narrow shape, and I move the mouse downward, it doesn’t go downward at all, only to the right. It seems to be stuck on making the shape of a horizontal photo print. How can I get it to select whatever shape I want? Thanks!

In the toolbar, at the top of your screen, when the crop tool is selected, do you have values entered in the width and height fields? If so, clear them.
