Palette button descriptors

How can I consistly have Photoshop CS2 display despriptors of the buttons at the bottom of palettes? (What I mean by descriptors is the creamy yellow box with black letters that pops up when you drag the cursor over a button at the bottom of a palette, for example "Create a new layer.")

My OS is Windows XP SP2.

Go to Edit > Preferences > General – Check "Show Tool Tips".

Thanks. I would have sworn I tried that, but it is working now. Don’t argue with successful solutions.
