Just want to do simple circles

All I want to do is draw perfect circles that are black outlines, and overlap them and then move them around individually. For example, how would you guys create the olympic logo??

I create the first circle with ellipse tool, then everyone after that is not movable????

put each circle on a new layer

Try drawing each circle on its own layer, select the target layer to move the target circle…

Check out layer effects for various outer/inner glows…

If your document has enough resolution you could make a work path from your selection and than option-drag it around.
Selecting a path and a brush, you can press "enter" for stroke.

Which Ellipse tool are you using, the Marquee or the Shape/Path?

I’m guessing all you are seeing is the Path.You can stroke it in the Paths palette, but you would be better off with the Shape. Click on the leftmost icon in the Options Bar to get the Shape. Double-click to get Layer Styles dialog and choose Stroke. Make Fill Opacity zero.

If the Marquee Edit>Stroke. But you are better off using the Shape.

Incidentally, if you’re trying to actually recreate the Olympics logo, be careful how you use it. The IOC < http://www.olympic.org/uk/utilities/faq_detail_uk.asp?rdo_ca t=16_31_0&faq=105> has very strict guidelines on the use of their registered logo and you don’t want to get yourself into legal difficulties.
