1. …background image to be obscure.
Fairly obscure question 🙂
Select everything you want to "make obscure". Try different blurs if "focus" is what you mean. Or brightness/levels if "intensity" is what you mean.
2. RGB reading from an area in an image and apply that color to a layer.
"apply" the color?
select forground color box in tools palette, use eyedropper to select your color from the photo.
make a new layer,use paintbucket to "apply" the sampled color to the new layer, adjust opacity. That what you were after? (prolly not).
