I have PE before the 2.0. I have a white circle within a blue circle. I would like to outline the blue circle with black line and then change the blue circle to white circle. Then I would have white circle within white circle. How do you outline a shape with black line?

Use the magic wand, with tolerance around 40-ish, contiguous selected and anti-aliased de-selected.

Click around in the blue circle until it is all selected.

Hit ‘D’ for default colours.

Select edit>stroke. Set about 3 pixels width, black as the colour, others as centre, normal and 100%

That will give you a black line, you may want to vary the width of the stroke.

Afterwards, deselect by CTRL+D, and use the magic wand to select the central circl, and then fill with white.
