Rotate image and moving center of rotation

I have to rotate a rasterized image and when I try to move center of rotation, it does not move.

When I draw a rectangular shape –> CTRL+T (transform) –> and try to move center of rotation I can.

Which can be the difference? Any help?

did you > select > all before ctrl+t ?
