I have this pic of a red rose, I like the pic but would like to make the rose blue. I have messed around with the color channels and stuff and love the color of the rose when the red color channel it turned off but of course messes up the rest of the pic, so I was wondering if I could some how mask or block the red channel only in a few places and if so how?

While there are several ways of doing this, a fairly simple one would be this:
1. Use Color Range to select the red of the rose
2. Use QuickMask (letter Q) to refine the selection if needed. Hit the letter Q again to make the revised selection active
3. Click on the Red Channel with the previous selection active and fill that selection with Black. That will leave that selected portion of the Red channel reading 0 Red.

Something else you might try is using the Channel Mixer after you’ve made your selection. Target the Red Channel and reduce the red component till it looks right. The Channel Mixer will give you more control, can be used as an Adjustment Layer and you might find other combinations of channel mixing to be even more to your liking.

Yes you can do that nicely via Image>Adjust>Hue/Satursation, provided you know how to use it. It is the best tool for the job and a little study of it will pay dividends.
