I personally do not like having to use blur to get a nice retouching effect on skin. It will give a nice overall glow like using soft focus filters, but it does remove all detail and give an "unnatural" effect. Unless the person is over all very freckled or wrinkled you are better off retouching out small spots and lines using a combination of the clone tool and the healing brush. I almost always dodge the whites of eyes and teeth.
