With the GRADIENT tool, there is a setting that creates a gradient from the foreground color to transparent. Is there a way to do the same thing with a selection or layer, that is, go from 100% opacity to 0% opacity in a gradient mode? Is this something to do with alpha channels?

Read up on layer masks.

Chris’ advice is sound, but I’ll expand a little.

First, you need to make sure you have a non-background layer. If you do have just a single layer, double-click on its name in the Layers palette and accept the dialog. Click the Add Layer Mask button at the bottom of the palette. Click on the mask thumbnail and draw a black to white gradient.
