Upgrade to CS from Elements 2.0?

I see on the French Adobe shop that PS CS is available in an international english version as an upgrade to Lite and Elements. This is 799€, cheaper than the full version. I was under the impression that there is no upgrade path from Elements. Is this a full version, and does will it entitle me to future PS upgrades.

Adobe seem to offer an upgrade from Elements from time to time in various territories. You just need to keep a lookout.
