Layer Sets won’t copy

I’m using PS 7.01. I want to copy a layer set, containing only two layers, from one document to another. But when I shift-drag the layer set into the destination file, the copied layers are empty, though properly named and within the layer set.

Why is the content not copying?

What is in the layer set (adjustment layers, images layers)?

The layer sets are comprised of images, no adjustment layers. I have 7 sets of 4 thumbnails and two navagation arrows, for loading the previous and next sets of 4 thumbnails. The thumbs are to have image maps applied in ImageReady so I can use actions to load two to three different images with each click.

I can copy each image separately, but then I have to position each one, that’s 6 images times 7 sets, much to tedious for me.
