It is just a black and white photo with good lighting that shows the detail correctly. You can get this effect by setting the white point and adjusting the curves slightly if the photo requires it.

Being this is from a gaming forum, the clothes where probably created in a 3D program using lighting and ray-tracing for the effect.

You could get that pattern (or whatever pattern) on an alpha channel. Then go to filter>render>lighting effects, and load that alpha as a bump map.

Should yeild a very similar effect.

well, wanted to know how to make them manually, it just looks like they used a free hand paint or pencil or something and then raised it somehow. Thats what I wanted to know how to do.

The raised look you’re going for can be had using Bevel & Emboss in layer styles.
