What is the optimal solution for image interpolation in Photoshop CS?

Depends. What kind of image are you working on?

There is no optimal solution for all images. You have a choice because different interpolation methods work best for different images.

The Help files say use Smoother for upsampling and use Sharper for downsampling (with a warning that "It may, however, over-sharpen some areas of an image. In this case, try using Bicubic.")

In the Help files do a search on resampling and you’ll see the link to this.
