Hi, I’m looking to see if anyone knows how to duplicate this blue torch effect in Photoshop. A link to the image can be found here:

It is the image of the lighter with the black background. If anyone knows how to achieve a similar look please post here with your suggestions. Thank you.

For an out of the box assistance, Alien Skin’s "Eye Candy" has a number of flame/smoke filters with this exact effect. Search for the non-"3000"/"4000" pack and you may find a free download as given away with programs such as Paint Shop Pro.
