Can someone tell me how can I scale layers accurately?

I have two images say.
I drag one onto the other creating a new layer.
The problem is that the second image that I drag on is too big.

What I normally do: resize the second image first and then drag. This can be hard to do and come be a case of hit and miss!

The only way I can resize is by doing a transform.
Is there any other ways?

That is the obvious way – what is wrong with using transform? In CS2 you can group that layer as a smart object, so it does not loose resolution, before using the transform tool.
