I have a camera cellular phone and the quality of the picture taken by the phone is not good. Can I do smothing with Photoshop to improve the quality?

Sell your PhotoShop on Ebay, buy a proper camera with the proceeds. Nobody ever claimed that phone pics were anything approaching good.
