simple question for a n00b

I have a gif that I need to change the colors but when I attempt to brush over the color I need changed, grey appears and not the color that is selected as my foreground. Im pretty sure this has something to do with the RGB and greyscale but not sure how to get my foreground color to show instead.

Any help is appreciated…
