Character Substitution (quote for foot mark)

Does anyone know how character substitution works in Photoshop 7? I’m using Photoshop 7 on WinNT 4. When I type a foot mark I get a single quote instead, but I don’t want a single quote. I want a foot mark. I can’t find anything about how the substitution is happening in any help documents. It’s driving me crazy. Any help would be appreciated.
