Can anybody give exact instruction how to create photo templates in Photoshop.? Any information, any link on the web that can explain it nice and clear? Thanks.

What kind of templates?
To print multiple pictures, or are you asking how to make borders and backgrounds? If yes what’s on your mind? what kind?

I’m looking to make templates for wedding album, so I think I can use both.

Depends on the type of template you want to generate. Templates such as those sold by Martin Schrembri, Albums Australia or the Jorgenson Album Design software rely on the scripting ability of the later versions of Photoshop and can be quite complex to write unless you are thoroughly at home with javascript. Templates such as those sold by the Australian master photographer Yervant rely on actions to create the pages.

I agree with Carol. I use albums australia and martin schrembri’s ysi (you select it) and they’re both excellent. Saves so much time
