I’m trying to take graphic that is done in shades of blue (lets say 8-10 shades). How can I replace the blue shades with another color range?

For the new color, I’d like to use a base of 155, 151, 165.

Is there some methodology to do that within elements?

I would suggest trying a gradient map.

It works on that graphic great… Now I just need to learn how to use it to change some more complex stuff..

Another way is the Replace Color tool.
In PSE2, this is Enhance->Adjust Color->Replace Color.
