I tried last night with a post for an answer but with no luck. So here it goes again: I’m looking for the best, fastest way to add a frame or border around web images that vary in size. For example, I might create a border using one of the brushes. If I create an action and save it, it’s proportional to that size image I am working on. Is there a simple way to create and save a border/frame and apply it quickly to a bunch of images at once, or even one at a time?

Have you tried Select>All and then Edit>Stroke?
This will allow you to put a line around your image at whatever colour or pixel width you wish.
