I have converted several images to B&W and want to add filtration and can’t figure out how. I want to add red filtration to darken the sky. Can this be done in Elements?

Convert to RGB first.

To use a red filter to darken the sky you need a colour image. A filter makes its own colour brighter and its opposed colour darker.
Converting an image to B&W removes the colour information, so you will have to filter your images before conversion.

I filtered before converting to B&W, but the conversion process seems to wipe out any color adjustments.

It is easier in Photoshop but here is how I would do it in Elements. Go to
Enhance >Adjust Brightness/Contrast >Levels then select Red Channel. Move
either the left hand or the right hand slider to the right to the degree you want then turn it into B&W.
