double-clicking icon will open Photoshop, but not file

Due to production requirements, I run two versions of PhotoShop in Windows 2000- LE and version 7. I have set file types in folder preferences to link common file types (.jpg, .tif etc.) to open in LE. when I double-click such a file, it starts Photoshop, but the file won’t open. If I link a file type to Photoshop 7, it will start the program AND open the file. If I keep that link and start running LE, double-clicking the icon will open the file in LE… can’t figure out what’s going on!
