When I open a Fax from MS Fax Counsel as well as a JPG file produced by another program the images are stretched vertically. Is there a way to correct this? Opening the same files in the MS Image Viewer does not result in a distorted image.

Change the aspect ratio for that document in Photoshop.

Photoshop is just showing you the image as the file says it’s supposed to be viewed.
