This may be a dumb question, but is there a way to go back and edit a filter once you applied it?

There is no such thing as a dumb question, only dumb answers.;) Do you mean alter the filter effect after you have saved the file or before? If the file has been saved, then no.
If you have just applied it you can undo it with Ctrl+Z on the keyboard. Depending how far along the history "trail" you applied it, you may be able to remove it from there. This will also remove every step afterwards as well though if you haven’t got "allow non linear history" checked in History options..
If your History palette is not displayed, go to Window>History and click on it.
