Unable to apply Artistic and Brush Strokes filter

I am unable to apply any artistic and brush stroke filters to an image I have created, they are just greyed out in the filters menu. However, I do not have this problem with other files. What am I doing wrong? I have a feeling it is something to with the colour setup. Any help would be much appreciated.

Is the image in RGB and 8-bit/channel?

You don’t mention what version of Photoshop, but earlier versions supported very few filters in 16-bit/channel, and CMYK filter options are limited in all versions
