Option key + Clone doesn’t work

Installed Photoshop and Illustrator CS upgrade. When I use Option Key with Clone Tool, etc., it does not select source pixels. However I created a new Account and when I open Photoshop in it, the Option Key + tools work fine.

How can I determine what may be causing the problem in my main account?

Using OS 10.3.4 on TiBook.
