In Ps7: Window > Actions > Save Actions…
I save my into my own folder within the app.

In PsCS: Window > Actions > Load Actions…
Go to the folder you created (or copy it over to PsCS first) and double-click on your new Actions file.

If you put the Actions in the Phototshop Actions folder in the Presets folder, the next time you open Photoshop the sets(s) will appear in the dropdown menu and can be quickly loaded by clicking on it in the menu.
