Is there any way to change the Photoshop Keyboard Shortcuts, that aren’t in the list under Edit > Keyboard Shortcuts (e.g. Move target layer down/up –
Control + [ or ])?

Nope.

The only alternative is to record the commands as actions and assigned function keys to them, but I doubt that’s of any use to you.

It irritates me that they (adobe) just can’t make all the shortcuts changeable… I can’t think of any reason why they shouldn’t.
