I’m working with Photoshop on a Windows system and when I open up files, suddenly they all look brighter than in every other program I view them in. In fact, in the "Navigator" window it even looks darker. Does anyone know what is going on here? It’s very strange! thanks!

It’s not very strange; read and understand the chapter in the manual on color management.

Photoshop changes the colors you see on your screen in order to compensate for your exact brand of monitor and other factors. If you want images in Photoshop to look the way they do in other programs, select "Monitor RGB" as your working space.

If you profile your monitor with a calibration device you should not see these jarring differences with most non color managed programs. I suspect that you have inappropriate color management settings in Photoshop.

That won’t make the differences between CMd and Non CMd applications any less. Those are due to PS being set to use something other than sRGB as its Working Space profile.
