Can’t modify 16 bit grayscale in Photoshop 7

I can’t modify 16 bit grayscale in Photoshop 7. Do I need a higher version to do that? Change the mode to 8 bit grayscale would discard many pixels, right?

Wrong. It would discard lots of information about the pixels, but the number of pixels would not change.
