Whenever i try to use the brush tool to create some basic strokes, on the first stroke I get a stuttery, jerky performance (this gets even worse when I do a fast mouse motion)from the program. If I do a round motion I get a straight line (when performed fast), or a jagged one if i do the same motion slow. After the first stroke, when I release the mouse and try another one, it goes smooth. When I try to change the brush type or size, it happens again. I'm working on a P4 2.8 machine with 1Gb of ram. The only obvious weak point is my graphic card, which is the old ATI 7000 with 64mb of ram. So could it be that my graphic card is causing this problem or is it something else. I forgot to mention that I have installed the 9.01 update but it didn't help.

It sounds like you are exceeding the memory capacity of the machine, at some point. It's my understanding that Adobe has upped the min VRAM requirement from 64MB to 128MB. That said, I was using CS & CS2 on a dual-1GHz P-III with
1.5 GB RAM and an older Matrox G-450 w/ 64MB VRAM with none of these problems.
Still, the drivers for the G-450 could have been better than your ATI with its drivers. First thing that I'd do is check driver updates from ATI. See if that helps.
As Hebee Jeebes points out, the brush's complexity can easily cause this problem. I used to run against it in Painter all the time, but then I had a 16MB vid card. I've used some very complex brushes in PS and have never seen this problem there. Try looking in the Brushes Option panel and see what all might be checked. Maybe more than you really want. Also, check your mouse driver for updates.
Comparing your system with my old one, you ought to have adequate horsepower, but looking for a new 128-256 vid card might be a logical next step. Until recently, PS didn't really have much in the way of requirements for vid cards - good, stable, was about it. Even with the bump in specs, my old Matrox still did things fast and reliably.
