Is there a way to take an image that might be say 72dpi and transform it to 300dpi or higher? I am using Photoshop 7.

First, you mean PPI.

Go to Image/Image size. What you do now depends upon what you are trying to achive. First, uncheck Resample. Enter the new resolution value. Is the size [in/cm] suitable for your needs?

If you met an "expert" who refuses to accept an image that has thousends of pixels in each direction because the dpi-setting is 72, then change the dpi-setting with resampling switched off and be happy.

If you only have a small image and want to print it bigger than the number of pixels allows for (lets say a 4×6 scanned at 72dpi to be printed 8×12 at 300ppi) you are lost. No program in the world can make a good, crisp, sharp picture from data just enough for a stamp.
